The length of book check-out depends on your status. Undergrad students can keep books for one week and graduate students for two weeks. Late fees are five baht per day, per book.
You can search the catalog on the library website and if they don't have the book you want, Payap's undergraduate international programs have 50,000 baht budget per department, per year for books. You can fill out this form or see your department head to make requests.
If you're not a Payap student you can still go to the library. Just leave some kind of ID-card at the desk and they'll let you in. Or just act like you're a student and you've forgotten your student card. The person at the desk will scan a visitor card and allow you into the library—but you can't check out books or watch movies.

Monday - Friday: 8:00AM to 6:00PM
Saturday and Sunday: 10:00AM to 6:00PM
These are the standard hours, but the library is closed during public holidays and most school breaks.
Payap Study Rooms
The fourth floor has study rooms—some rooms for small groups, some for large. The large rooms are sealed and more sound resistant while the smaller rooms have a gap between the wall and ceiling. This only matters if you intend to have a lot of discussion as the small rooms may disturb other patrons.
As I understand it these rooms may be reserved in advance but I don't know where or how to make the reservation. The only way I know is to take your student card to the front desk on the fourth floor, tell the clerk what room you want and he'll exchange a key for your card.

There's a room on the first floor with TV's and a few american movies. If you're interested in learning Thai using the TV method, they have a boat-load of Thai flicks.

Payap University Library Alternatives
If the Payap University Library isn't enough for you there are a few more options in Chiang Mai. The AUA school, about 100 meters from Thapae gate, has a private library; anyone can join for 400 baht per year. They are open Monday - Friday from 8:30AM - 6:00PM and Saturday 9:00AM - 1:00PM.
Rain Tree Resource Center east of Narawat bridge on the Chiang Mai-Lamphun Rd has the best selection of fiction I've found in Chiang Mai. Plus they have free membership. Open: Tuesday - Saturday: 10:00AM - 12:00PM and Sunday 4:00PM - 4:45PM.
There's also the Chiang Mai Public Library across the northwest corner of the moat. I've never been inside so I have no idea if they have English language books.
